Public employment agencies have very little incentive to advertise, because they are usually run as non-profit organisations. There are disadvantages and advantages that should be considered when job-seekers or employers are deciding on the best firm, with whom they wish to work.
Since they specialize in certain areas, the private firms may have more in-depth knowledge and expertise in specific job- markets, rather than having general information. They may be more familiar with the conditions of employment and job requirements in specific fields, and because of the familiarity to employers; they may be more skilled at conducting interviews for selecting the best candidates.
One possible disadvantage of using public employment agencies, is that there may be a lack of knowledge of the culture and work environment as it exists in the organization. Head hunters, as they as sometimes pejoratively called, are in fact job recruiters, who are paid by organizations for filling special job vacancies, or managerial or executive positions. The agents will normally work for privately controlled firms, who keep an extensive amount of contact with firms and individuals in specific industries. They may readily know the key players and companies in specific areas, and can recommend prospective employees to employers who may be in need of special skills.
There is a classification of agencies that are known as a Professional Employment Agency. The organization is not available to the general public, but is industry- specific. It is usually set up as a non profit organization, to help members or ex-employers of a specific industry find work.

Career-specific organizations, such as engineers, or accountants will have associated advisory employment services that are dedicated to placing individuals in a certain industry. Individual registration in these organizations may sometimes be necessary and a minimal membership fee may sometimes be required. One of the advantages of using this organization is that it will provide more opportunities for networking.
Both types of agencies serve a purpose, but in order to decide which to choose, you should get a clearer picture of the services that are provided to determine how, and if they can be readily applied to help in your ultimate goal of finding a job.
